The first ever regular cargo-passenger ferry linking North Korea and Russia docked at Vladivostok port, Thursday. The Mangyongbong ferry travelled from the North Korean port of Rajin with around 40 tourists on board and representatives of Chinese and Russian tourism companies. The ship was previously used to ferry goods between Japan and North Korea, but was banned from entering Japanese ports in 2006 because of tensions over North Korea’s ballistic missile launches. The Mangyongbong has since been fully renovated, though one attraction is a room allegedly used by former North Korean leader Kim Il-Sung. It will shuttle between Rajin and Vladivostok once a week. World's biggest shipping firm tests Russian Arctic route

(29 Sep 2018) A cargo vessel of Denmark's A.P. Moller-Maersk, the world's biggest shipping group, arrived in St. Petersberg port on Friday, after passing through the Russian Arctic in a one-off trial journey as a result of melting sea ice. Palle Laursen, Maersk's chief technical officer, says "the trial allowed us to gain exceptional operational experience," adding the Venta Maersk and all systems aboard performed well in the unfamiliar environment. Laursen said the ship, which had a cargo of frozen fish, left Russia's Pacific port city of Vladivostok on Aug. 22. The Northern Sea Route could be a shorter route for journeys from East Asia to Europe than the Northwest Passage over Canada because it will likely be free of ice sooner due to climate change. Experts say it could reduce the travel distance from East Asia to Europe from the 21,000 kilometers (13,000 miles) it takes to go via the Suez Canal, to 12,800 kilometers (8,000 miles). That would cut transit time by 10-15 days. It's not the first time a cargo vessel has completed the Russian Arctic route, and Maersk underlined that the journey was "to gain operational experience in a new area and to test vessel systems." "Currently, we do not see the Northern Sea Route as a viable commercial alternative to existing east-west routes," Laursen said. "Today, the passage is only feasible for around three months a year which may change with time. Furthermore, we also must consider that ice-classed vessels are required to make the passage, which means an additional investment." During the 37-day journey, Maersk was "in close and regular dialogue" with Russian authorities and ice breaker companies as precautionary measures. The company said the vessel which made the trip is among the world's largest ice-class ships specifically designed to operate in cold waters. Ji-sun, what do we expect from President Park's visit to Russia? "Good evening, Conn-young. President Park arrived in Vladivostok, the first stop in her three nation multilateral diplomacy trip. The president’s goals here will mainly be gathering more international support to counter North Korea's nuclear ambitions and fostering bilateral and regional growth." One of President Park's main goals is to convince Beijing and Moscow that the U.S. missile defense system THAAD is a necessary countermeasure to North Korean threats. China and Russia view the system as a possible challenge to their security interests. Before heading to Vladivostok for the Eastern Economic Forum, President Park gave an interview to Russian state-run news agency Rossiya Segodnya... saying there would be no need for THAAD... if Pyongyang put an end to its nuclear threats. "As we have reiterated many times, THAAD targets no country but North Korea and does not violate the security interests of a third country. Nor should there be any reason for such an intention." Stressing how Pyongyang's provocations threaten not only the Korean peninsula but all of East Asia, Park also pointed to Russia's influence as a permanent member of the UN Security Council. "With North Korea continuing its provocations and violating UN Security Council Resolutions, the occasion will be a chance for Seoul and Moscow to enhance cooperation on North Korea and its nuclear issues." Park also said resolution of Pyongyang's nuclear issues would maximize the economic potential of Russia's Far East. It is a major Russian seaport on the Pacific coast and has a population of 643,000 (1993 est.). During the Soviet period, the city was closed to foreign shipping, which was diverted to the nearby port of Nakhodka. The city lies in a picturesque amphitheater around a narrow, deep bay known as the Golden Horn. After the Bolshevik Revolution in 1917, Vladivostok served as a base for Japanese and U.S. interventionist forces from 1918 to 1922.

It is the latest step by Beijing and Moscow to bring their economies closer, and diversify from Western influence. The new seaport will be located in Russia’s Far East, just 18 kilometers away from the Chinese border and will be capable to handle up to 60 million tons of cargo a year, China's state-run People's Daily Online reported. The deal between the two countries was signed at May's Conference on Interaction and Confidence Building Measures in Asia (CICA) in Shanghai, the report said. Chinese booming domestic consumption makes the country search for ways to diversify its sources of energy. Russia, in turn, is seeking to refocus its trade towards Asia from western markets amid the tit-for-tat sanctions over the crisis in Ukraine. The Smolny vessel has served as a floating barracks for the approximately four hundred sailors taking part in professional training on the Vladivostok, which is set to be Russia's first Mistral-class helicopter carrier. The Vladivostok left Saint-Nazaire on September 13 for the tests, with the ship expected to return to sea on Tuesday. The carrier is to be deployed by the Russian Navy in 2014, after the $1.2 billion contract for the manufacture of the Mistral-class ships was signed by French ship builder DCNS and Russia's state-run arms trade intermediary Rosoboronexport in 2011. The French government has been under duress by other Western powers, especially the USA, to suspend the transaction between Rosoboronexport and DCNS, citing Russia's stance on the Ukraine crisis. French President Francois Hollande stated he would not approve of the transfer of the vessel unless the situation in Ukraine improved, but flip-flopped on his position earlier in September. The French premier has told press he will reassess the transfer of the carrier in October as the deal forges ahead. Reuters has no evidence of wrongdoing by the vessels, whose movements were recorded in Reuters ship-tracking data. Changing a ship’s destination once underway is not forbidden and it is unclear whether any of the ships unloaded fuel in North Korea. But U.S. officials say that changing destination mid-voyage is a hallmark of North Korean state tactics to circumvent the international trade sanctions imposed over Pyongyang’s nuclear weapons program. Changing course and the complex chain of different firms --many offshore -- involved in shipments can complicate efforts to check how much fuel is supplied to North Korea and monitor compliance with a cap on fuel imports under U.N. sanctions. “As part of North Korea’s efforts to acquire revenue, the regime uses shipping networks to import and export goods,” U.S. Assistant Secretary of the Treasury Marshall S. Billingslea told the congressional Foreign Affairs Committee this month. “North Korea employs deceptive practices to conceal the true origins of these goods. Pyongyang has been found to routinely falsify a vessel’s identity and documentation.” VOYAGE OF THE MA DU SAN The eight vessels identified in the tracking data set sail from the Far Eastern Russian port of Vladivostok or nearby Nakhodka and registered China or South Korea as their destination with the Information System for State Port Control. After leaving Russia, they were next recorded off the North Korean ports of Kimchaek, Chongjin, Hungnam or Najin. None went on to China and most went back to Russia. All had a cargo of diesel, a source at the company that services vessels in Vladivostok said. Their cargo capacity ranged from 500 tonnes to 2,000 tonnes. One of the vessels was the Ma Du San, owned by North Korea’s Korea Kyongun Shipping Co. It took on a cargo of 545 tonnes of marine fuel at Vladivostok’s Pervaya Rechka terminal, owned by Russia’s Independent Petroleum company (IPC). Reuters obtained a bill of lading -- a receipt for goods issued when a ship loads up -- dated May 19 showing the Ma Du San’s cargo came from Khabarovskiy NPZ, a refinery owned by IPC. The ship set sail on May 20. Documents filed with Russia’s Information System for State Port Control stated its next destination as the Chinese port of Zhanjiang and the bill of lading showed it as Busan in South Korea. The Ma Du San’s next recorded location after Vladivostok was inside the perimeter of the port of Kimchaek -- all the other ships were tracked only in the vicinity of ports. North Korean ships intermittently turn off their transponders, and satellites cannot track them at such times, U.S. officials say. Allegations outlined in two U.S. Treasury Department sanctions orders and a legal complaint filed by the U.S. government match the information Reuters obtained on the Ma Du San though the U.S. documents do not name the vessel involved. On June 1, the U.S. Treasury Department included IPC on its sanctions blacklist, saying it provided oil to North Korea and may have been involved in circumventing sanctions. On Aug. 22, the U.S. government sanctioned two more companies, both registered in Singapore -- Transatlantic Partners and Velmur Management Pte.
